Choosing A Plumber

On behalf of the PMSB, the Licensing and Exam Committee and the CEU Committee are hereby issuing the following guidance. All licenses with an expiration date of June 30, 2020 shall still be valid for practice until May 1, 2021. All licenses with an expiration date of June 30, 2020 shall still be valid for practice until July 1, 2021.
The holder of this license may do all plumbing and piping work as so defined and only while in the employ of a contractor licensed for such work. Master plumber— A licensed master plumber will have five or more years of practical work experience and knowledge of the Minnesota State Plumbing plumbers Code. He or she will have thousands of hours experience with water distribution systems, drain, waste and vent system installation, and fixture installation. A master plumber can bid on plumbing jobs, big and small, and may also design the plumbing systems that will be installed.

All individuals that had an active approved exam application anytime during the time period of March 1, 2020 to June 30, 2020 will have until July 1, 2021 to pass the exam. All of these individuals will receive a revised approval letter with the new expiration date the week of August 10. On September 23, 2020 the Plumbing and Mechanical Systems Board convened and voted to extend the 2020 renewal period for an additional six months. This extension is intended to help eliminate confusion within the industry as to when PMSB licenses will ultimately expire.
One of the provisions of Governor Reynolds’ Proclamation of Disaster Emergency prevents licenses issued by the PMSB from expiring. While it appears circumstances will require further extensions of the proclamation, the proclamation may only be extended 30 days at a time. In order to prevent a situation where licenses may expire quickly after the proclamation ends, the PMSB has decided an additional six months is an appropriate extension of the 2020 renewal period at this time. Master plumber means a person who is competent to design plumbing systems, and to instruct and supervise the plumbing work of journeyman plumbers, and plumbers in training.

Hiring a licensed, bonded and insured plumber can help protect homeowners from non-complying work, costly errors, accidents, physical injury and improper plumbing installations. These potential problems can lead to property damage and adverse health effects to building occupants. If you are updating or changing the status of an existing license or licenses, you will most likely be required to submit an application. On July 1, 2021 or the expiration of the proclamation, whichever is later, a license with a June 30, 2020 expiration date is no longer valid for practice and must be reinstated rather than renewed. After the exam is completed, you will be notified by mail of the results no later than two weeks of taking the exam.
Journeyworker plumber— Apprentices who pass the exam can become licensed journeyworker plumbers. Journeyworker plumbers must work under the direction of a master plumber in any city with a population over 5,000. A licensed journeyworker is considered knowledgeable and may work without on-site supervision. The Licensing and Exam Committee recently approved extra time for all individuals that might have been impacted by the closed testing centers due to COVID-19.

The CEU committee has clarified that the guidance related to CEUs will end on June 30, 2021 or the expiration of the proclamation, whichever is later. All CEUs needed for the 2020 renewal period can be completed online through June 30, 2021 or the expiration of the proclamation, whichever is later. After this, they complete an apprenticeship, which includes a combination of classroom instruction and teaching, coupled with paid on the job training. These apprenticeships are often sponsored by employers and vary in length of time, but typically last around two years.
If you pass the exam, your license will be mailed to you. Avoid common plumbing scams by making sure your contractor is fully licensed. Licensed plumbers are much less likely to attempt fraud or a scam, as you could report them and they would face a steep financial penalty or lose their license.

When you renew your licenses, you only have to pay the renewal fee for the Master License. You may also hold a Plumbing Inspector License in addition to your Journeyman or Master Plumber License, or both. However, your Plumbing Inspector License will renew in January instead of syncing up with the expiration date of your other license. If you hold all three licenses, and you are an unaffiliated Plumbing Inspector, you have to pay the renewal fee for both the Master and Plumbing Inspector Licenses. If you hold all three licenses, and you are an affiliated Plumbing Inspector, you only have to pay the renewal fee for the Plumbing Inspector License. The Texas State Board of Plumbing Examiners is the state agency responsible for licensing plumbers in Texas and has the authority to issues licenses, endorsements, and registrations.
Late fees for an untimely renewal begin to incur on April 1, 2021. On June 1, 2021 the Plumbing and Mechanical Systems Board convened and voted to adjust the 2020 renewal period again. This was necessary as some provisions of Governor Reynolds’ Proclamation of Disaster Emergency regarding the PMSB are still in place. The current proclamation is set to expire June 26, 2021.
